Surely a lot nearer 100% if Neil is not rowing and instead doing something which involves lots of running/cycling disguised as a marshal, preferably on a 5'2" girl's bike (pink, with basket) or driving down to Cambridge from the middle of nowhere after work with no brakes. He's probably relatively safe in a boat..

Yes, by that reasoning surely he would be safest doing Fairbairns in a jet. And probably fastest too.
