After nearly being crashed into by a city VIII at the cross over point [well ok it wasn't that close but it could have been!] Can I just ask - why? Why, at an arbitrary point in the river do we have switch sides? Seems a bit odd.. and dangerous, to me.

Upstream crews also have right of way for the same reason(*) so in theory downstream crews should stop if need be. However having said that, if a collision occurs it's both boats' fault.
(*) on most rivers downstream crews have right of way as it is harder for them to steer.
