You have to select one of 'fixed', 'scrolling' and 'plain'.

fixed

With this option, the title and the menu on the left do not scroll up and down with the rest of the page. This should be good to use if you have a high resolution monitor (e.g. 1024x768) large enough to display the entire navigation menu all the time (it gets quite long on some of the pages).

scrolling

This might be useful if your screen is a bit smaller. The whole window, including the menu, scrolls up and down with this layout. The page may also load and display quicker than it would with the fixed layout above.

plain

This is the simplest option, and is intended for easier browsing with text only browsers such as lynx or with old and slow computers with small displays. The pages display with your browser's default colours and fonts and without the graphical banner at the top.
Note that the pages themselves contain in some cases tables and images, although hopefully the website will remain usable nevertheless.

You can change the style you are using at any time by choosing 'change menu style' from the bottom of any page.
